19.阅读材料,完成下列要求。(14分)材料一1833年,英国议会废除了东印度公司对华贸易的垄断权,国际贸易的方式由“一对一”变成了“一对多”,加之海关办事拖沓、无章可循。第一次鸦片战争之后,英国急于打开中国市场,其手段有:一是设立通商口岸;二是降低关税,并参与清政府海关税则的制定,晚清后期,关税制度特别是关税税率、船钞等变化不大。后,扩大了免税商品的范围,并明确规定了鸦片进口关税税率。《马关条约》签订之后,日本完全取得了与英、法、美等列强相同的贸易通商权益,同时,在中国建厂制造的产品销售于内地,亦同进口商,税一样,为日本资本输出打开通道。《辛丑条约》签订之后,海关管理权的丧失,使中国海关完全沦为西方列强侵华的工具。
